You could try Ableton Live. I have heard of many people using it for live performances. It can play back MIDI and recorded audio, does looping and many other things, so it should meet your needs.
If you are on a budget, you could try Reaper.

You can get more sounds either by purchasing disks made specifically for the D-20 or you can get MIDI (.mid) or Sysex (.syx) files to send to your keyboard from your computer via MIDI. The way I did this was to assign a cc 11 to each volume slider in the multi (the default midi assignment is cc 7).
To do that, you open the browse pane in Kontakt, go to the Auto tab, then choose the Midi automation tab.

I've never tried it but Yamaha's Vocaloid technology was developed for this purpose. I think it's more designed for robots and anime characters, but maybe with the right processing in Logic it could work for what you need.

Latency is due to the audio driver for the audio card. Cubase uses ASIO-drivers (an invention by Steinberg themselves) which mean they are optimized for the sound card if the manufacturer of the sound card makes ASIO-drivers available.

I know of no way to do this using stock Ableton Live while a project is running. However, I believe that Live sends out the positions of those controls when you first open a project, so if you can close and re-open the project, I think you can get the values where you want them.
