I'm looking for a video site that would allow me to have multiple users be able to upload video to one account, but also allow me some basic member control, like not allowing users to be able to delete other users videos, or not allow users videos to go "public" until a moderator has marked them as public. Is there any video upload site that has this kind of feature?

Hi and welcome to AVP.SE! Unfortunately we need to close this question as is, since it's off-topic. I realize this can be a subtle thing, but the difference here is that the core of this question isn't about producing video, it's about looking for websites.
